All christenings did not happen within 1-2 months of birth, I have seen up to 2-3 years after birth for the Baptism. Altough I admit 13 years is a bit of a stretch unless she belonged to a faith that believes in near adult baptisms.
Did you try baptisms in Little Tew which is less than 1/2 mile away from Great Tew
In 1841 there are several Hartleys listed in Little Tew but none listed for Great Tew, all born after 1800
