I think I found him. First found Earnest E Hall living with his sister Callie E Ferguson, she was b. abt 1898 on the 1920 census. Then found Callie on the 1900 census, and spotted she had a sister Ida, b. abt 1898, with Callie b. 1896. Then found Ida on 1910 with brother Earnest.
1910 census 1908 Washington St, Richmond Madison, Richmond City, Henrico, VA
Hall, George, head, 42, m 1x, m 19 yrs, VA VA VA, farm laborer, working out
Susie, wife, 53, m 1x, m 19 yrs, 5 of 7 children living, VA VA VA
Ida, dau, 11, VA VA VA
Earnest, son, 7, VA VA VA
Howard, son, 3, VA VA VA
Charles, son, 1y1mo, VA VA VA
1900 census, the family was in Manchester, Chesterfield, VA
George W, b. Sept 1874, m 7 yrs
Susie H, b. Mar 1875 (note the big change in her age to 1910)
Callie, b. Nov 1896,
Ida, b. Aug 1898
In 1920, Callie was married to George Ferguson, living also in Richmond,
1930 census looks like Eugene and Reba may have married in Mississippi
