Rachel Evans Hall and Ellis F Hall are found in the 1930 census, 1 WD Winston-Salem NC.
He was the foreman in a knitting factory, she worked at home.
He was 22 when he got married, she - 19.

They have 2 children in this census
Ellis F. Hall, Jr 3 1/2
Betty A - 8/12
