Mike, Unfortunate that John Hales was not in England for the 1861 census, and dead by the 1871, as a census entry would have given age and birthplace. The other thing that would help is John and Victoria's marriage certificate, that would give his age and his father's name and occupation. However the 1871 does give one clue to work with. Victoria, 30, widow, annuitant, born Bristol, Somerset, is in Tiverton with Emily 10 and George 7. So Victoria was 20 when Emily was born. What was a young girl born Bristol doing in Australia? What does Emily's birth certificate say? Is Victoria Emily's mother? If she is, you can look for a marriage just before Emily's birth. If she isn't, you can look for a marriage after 1861. What about Australian immigration records? If Victoria was in Australia they may have a record of her, and perhaps John. It would help to know if he was English or Australian. The certificate for Victoria's second marriage, to Martyn Richards, should give her maiden name. That should help find her birth c.1841, and her entry in 1851 and perhaps 1861 census.
