How do I start?

It seems like everyone is already a few generations back. I am trying to piece together my grandparents' stories. I have been all over the internet trying to find out how to get vital records (birth,death,marriage) in haiti so that I can find the correct information about my grandparents and great-grandparents. It seems that all the resources available require that you be at least back into the 1840s. Any advice?? Is there some kind of national registry of vital records I can write to?
