Unquestionably, the surname should be Haggard. The date of birth in the census record for McKinley matches the date of birth in the Social Security application for William McKinley Haggard, and the initials W. W. appear to be a match for his father, also.

Date of birth: 26 April 1894

Adeburd A. Secord, age 52 [Other documentation shows the name as Adelbert Alfonzo Secord.]

Ida M. Secord, age 24, single daughter [Note that Ida does not have the surname of Chandler and her marital status is designated as single, although this could be a mistake on the part of the person taking the census or the person giving the information. On the other hand, Ida M. Secord and George H. Chandler might not have been married.]
