I have been trying to attach my Waters data to this message to no avail. Are you willing to give me your email address?
On the 1891 census Sarah Ann (Annie) is also shown as working at the Moulsford Lunatic asylum. It is odd that there is no record of Florence other that 1891 census.
Are George Waters parents James & Maria? In the 1851 census for Worcs it shows them and George living 6 doors away from Sarah & Mary Guise & family. I am sure that you will already have the same data on the Waters as I have, but you never know.
