Chris -- sorry to take so long in replying - got sidetracked. I was unsure of the "Postal service guide" reference, but #213 in the Scott Catalog is a 2c green George Washington stamp. If that is the one, it isn't worth very much in used condition. I'm not a "cover" collector, so wouldn't be interested in the envelope. Thanks for your time and reply. Regards, Jim N.
