Brigadier- General Gooch

"Drysdale was succeeded by Gooch, a brigadier general on the British establishment, who passed acts of assembly for the first time in 1727." This quote is from History of Virginia from its first Settlement to the Present Day, Vo 3, p98, by John Daly Burk in 1805 (published posthumously.)

Who is the Gooch that was in VA in 1727 acting as governor?
Is he kin to John Gooch, the father of Anna Moriah?
