Are you referring to Arrie Menta Gilstrap wife of Howard Wayne Carter??
If so the last address I had on William "Bill " Carter.

I did a white pages search for a William Carter and there are two William Carter's in Phelan one (may be is son) as age is listed as 44. I suspect that Bill was born in the late 20's or early 30's.
Are you the daughter of James Grey Carter . ? Do not have mothers name in the files. I had corresonded with him Back in July of 2000 and he sent me a small GEDCOM file but have not heard from him since.
