Probably does mean Pennsylvania. The immigrant Joseph GILPIN came to what is NOW Delaware Co., PA (Chadds Ford, PA) formerly formed as Chester Co, PA with a charter grant from William Penn. Actually, the charter was given to Hannah GLOVER by her uncle. There still remains the remnants of the original cave they lived on on the property and the springs they used for water still produce. The sons, Joseph GILPIN's house still stands on what is now Brandywine Battlefield (a National Park) and is called the Lafayette Headquarters.
