Carol, no, you're in the wrong state -- (Germany, like the U.S., has always been made up of states). You're referring to what was until 1945 the state (until 1918, Grand Duchy) of Oldenburg, the capital of which was the city of Oldenburg, in northwestern Germany near the North Sea.

Following World War II and the break-up of the vast state of Prussia by the Allies, the Prussian province of Hanover, the state of Oldenburg, and the two very small states of Brunswick (in German: Braunschweig) and Schaumburg-Lippe combined to form today's German state of LOWER SAXONY (in German: NIEDERSACHSEN), with the city of Hanover as its capital.

Oldenburg is thus one of the components of today's state of Lower Saxony (Niedersachsen).
