Sue, your husband does meet the requirement then. Mayen is a city of about 20,000 people, so Mayen of course has its own Standesamt. You can send them an e-mail. You can write the body of the e-mail in English, but be sure to make your subject line "Geburtsurkunde", which is German for "birth record", so that they immediately know what it's all about. Here is the e-mail address:

(Just FYI: In 1926, the spelling of the other city you mention was changed from Coblenz to Koblenz.)
