Do you know if they were Catholic, Lutheran or Reformed? The town of Wasseralfingen is now part of the bigger city of Aalen.
The LDS has the Catholic church records for this town in their collection, and they are available on microfilm at your local Family History Centre for a small fee. They date from 1832 to 1902.
When I search through the German telephone book, I find nine hits for the Ruoff name in Aalen -- it may be worth composing a letter (in English would be fine) to each of them asking if any of them any additional information:
