Dear Mr T!

This "Hanover" of what you are referring to is the capital city of the Federal State (Bundesland) of Lower Saxony (Niedersachsen) and is written with two (2) "N", as HANNOVER.
The many other "Hanover's" in the United States are mostly spelled with one "N".
