99% of the time, when immigrants were listed in U. S. censuses or other documents as from Hanover or Hannover, it meant the larger district (state, kingdom, etc.) and not the city therein. Your best bet is to determine the Lutheran church they belonged to in U. S. and if records from the period of interest survive, as in the early years the pastor would often include their birth villages in the records. Obituaries are another possibility. Even then, the place names were often misspelled, compounding the problem. But you have little hope of further research in Germany until their specific parish is known.
