That is just a tag at the start of the file and is apparently an id tag from a software utility that was used to help port the program from the Leister Reunion (for Macintosh) v5. The family file structure is the same for all versions from 5.2 through the latest 8.5a (thank you to the programmers for doing that, unlike many other programs).

I take it that there are NO entries visible in the index at all? Can the file be navigated normally or not? Have you tried exporting the data as gedcom or is that not possible?
