It sure sounds to me like you are describing a marriage bond. These bonds were made so that the county did not have to support a woman where the marriage did not take place. No money changed hands unless the groom backed out. There were many other kinds of bonds, but they all served the same purpose. It would help if you gave a date and where the bond was found.
