Old Age Exemption For Poll Tax

I found who I believe an ancestor in the 1855 Tax Rolls for Houston Co, TX. On the form it shows he paid no Poll Tax. He was born about 1775 so he would have been about 80 years old at the time of the 1855 Tax Roll. Does anyone know if Texas at the time exempted older citizens from paying a poll tax? Thanks for all help.
