There isn't one simple answer.
There were two different naturalization regimes. Before about 1906 people were naturalized in local courts and an index of them would have to be gotten from that court system. Later naturalizations were taken over by the federal government. Those would be in the local federal courthouse or they may have been transfered to the National Archives.
If you have people who came thru' Ellis Island and were naturalized just prior to WWII you will notice that their name on the EI ship manifest has a number written on it. That shows their entry into this country had been verified and the number is the file number for their naturalization case.
