It's just a bureaucratic phrase menaing a local person filled out the form and was required to send it to a central authority. In my state birth records were not kept by the state till 1908. Before that time the city required midwives to fill out a coupon called "Return of Birth" and send it to city hall whever they presided over a birth. Notify Administrator about this message?
