I believe you are going to find the answer varies as to the locality where the certificate came from.
Is this certificate for a sailor perhaps - or someone who might have died at sea. In past times, ships' masters were required by some countries to file paperwork detailing the ship's logs etc that pertained to a death onboard during a voyage.
However, I've seen such language in other places. And in some places the Return of Death may simply be the death certificate.
