The early versions of PAF had an additional program called Research Data Filer which was designed with your problem in mind. Researchers could enter in there data they found about individuals who could be possible relatives. Then if a link was found they had the data on hand to enter into PAF.
Now with the new programs you can create extra databases to keep any such "finds" neatly recorded, just waiting for the day you find that "missing link". You can put them all in one file or have files by surname. Just start a system that is easy for you to manage, and be able to retrieve an individual when needed. There are no hard and fast rules as to how you design your databases. They are for your record purposes, so enter your "finds" in what ever manner that suits those needs.
