Where do you file "possible" realtives?

Where do you keep information about people you have found information about who may or may not prove to be part of your line?

I have copied many census pages of people who MIGHT turn out to be in my family, but they may prove not to be.

Should I enter them in to my software program?
Should I just file the cesnus pages and hope I remember that I have them?

What do you do during this time of knowing about the people, but not knowing if they are in your line?
