The entire 1890 census was destroyed in a fire in Washington, DC, back in the 1930s.Only a few counties have extant population schedules from that census, mostly ones that had made and kept a duplicate copy in their county, which thus escaped the firel.You are fortunate that the census of Perry Co., AL, survived.Look at the list of states for 1890.Hardly any have extant 1890 schedules.
I did a search on Richard FORD in the 1870 Alabama census and got six hits.
