I have an idea--may or may not work.
Have you tried Zaba Search? They will search people for free all over the U.S. There are several screens for zaba search--the screen you will want is the plain one with just enough space for a name. You can then put in a particular state or you can search all 50 states.
I did look for Charles Henry Garcia before posting this message--there are a ton of them in CA. Also, many in Texas. Some of the names have birth years next to them so that may also help you.
