Census indexes are notoriously unreliable. Thomas Sanford, despite the fact that he is not on the index, does, in fact, appear on the 1820 Census. The microfilm that I looked had the handwritten page number as 360, but that number had a line through it, and a machine number 211 was stamped in the bottom right corner of the page.
I guess that I should point out that I am not researching Sandord - don't have any in my line that I know of - and have absolutely no other information on them. But I was doing a page by page search of the 1820 census for my Jerkins when I decided to check the Wilkinson County Genforum and saw your posting. Knowing how seldom my line has appeared correctly on the indexes (if at all)I decided to perform an act of genealogical kindness and make a quick page by page check for you. Here is what I found:
