The only reference to a date that I could find was this:
"the parts of the Militia re-organization Act of Dec 14, 1863, which relate specifically to these records are as follows:
SECTION II. Be it further enacted, that within four days after being notifed of his appointment, it shall be the duty of each Aid-de-Camp to commence the enrollment of all free white males resident in his District, who are or sahll be of the age of 16 yrs and not over 60 yrs----
Section III states that the Aid-de-Camp had 10 dats after the enrollment was completed to forward the list to theb Adjutant and Inspector General, and to file with the Clerk of the Superion County in each county, a copy of the enrollment in his county.
