I had to laugh but I know how mad you were. I have had a simular problem when I realized I have death records and kins names from 50 years ago to add to cemeteries in Alabama. I tried to add my data by sending it to the person in charge. I got a rather curt/rude message in return that a person already had a copywrite on that cemetery, and I could not change or add to her copywrite.
This person does not realize that you can not get a copywrite on what would be considered "Public Domain"
and a cemetery would be in the public, so you can not copywrite all the names on tombstone. You could only get a copywrite on the flowers, decorations or personal comments added to a cemetery site.
