Daniel Wallicon/Wolecon, land in 1762?

Have tons of information on my ancestor Daniel Wallicon/Wolecon (~1730-1789), but cannot determine from whence he came! In December 1762 he petitioned the Governor for 100 acres on the Savannah River in Hallifax District, saying he had had no land granted him. In October 1765 he petitioned for more land, stating he had been in the povince with wife and two children for 18 months, placing the family in the area by May 1764. Two questions---I thought headright and bounty land grants were not awarded until 1776, so what type of land grant was he applying for? Second question, what/where is the Hallifax District? All records I have found pertain to Augusta area. Lots to share. He was listed as a "refugee soldier", held prisoner during war at Charleston....does this imply he was not British? Have been unable to locate his origins. Help! Helen Wall
