Instructions can be found at the Georgia Vital Records Service web page at http://health.state.ga.us/programs/vitalrecords/marriage.asp. Also, you can obtain copies at the office of the Probate Court Judge in the county where the license was issued. The nearest to Jacksonville would be Folkston in Charlton County, Georgia (web site: http://www.georgiacourts.org/councils/state/index_test.asp?county=1268&Submit=GO), a short drive from Jacksonville on US Highway 1, and the first one off I-95 would be Woodbine in Camden County (web site: http://www.co.camden.ga.us/index.aspx?nid=246}.
The county Probate Court is probably less expensive and faster than the Vital Records Office. To find the web page of other county probate courts Google "[county name] ga probate court." There is usually a telephone contact listed so you can find out what fees are required in advance of mailing a request.
