Don't know if this will be of any help, but may be worth a shot.
The 1910 Atlanta Georgia census lists several Ragans. Of the female Ragans listed, only one is single. Below is the info:
Fulton County, Georgia, Ward 2
Hodnett, Mary L. Head age 59 widowed
Hodnett, Alvera daughter age 32 single
Hodnett, Ethyl daughter age 24 single teacher
Hodnett, Ruth daughter age 20 single teacher
Ragan, Elizabeth boarder age 26 single teacher
Sams, Herbert C. grandson age 14
This Elizabeth Ragan appears to have been boarding in Mrs. Hodnett's house. Since two of the Hodnett daughters were also teachers, it makes sense.
I didn't find an Elizabeth Ragan listed on the 1920 census, so either Elizabeth married, moved, or died before 1920.
Birth and death certificates or records were not required by the State of Georgia until 1919, so likely you won't find a record for your grandmother's mother. I don't know if your grandmother would have been born in a hospital or at home, but you could try to locate info on any hospitals that was in the area at the time. Also, there may have been a home for unwed mothers in Atlanta.
