Martha, There is a "Reconstructed 1790 Census for Georgia". It is based on tax, newspapers and public notices. Two books exist with these records. "The Reconstructed 1790 Census of Georgia by Marie De Lamar & Elisabeth Roghtstein-1985" and "
Substitutes for Georgia’s Lost 1790 Census by Delwyn Associates-1975". Neither book is a "complete record of residents" in Georgia.
