John Phillips - Jasper Co. 1820 Land Lottery

In the 1820 land lottery, John Phillips drew land that is now in Clayton Co., GA. At that time his residence was in Jasper Co. (Capt. Ryan's) district. The date of the land grant was Feb. 17, 1826. Does anyone have information on this John Phillips - names of parents or children? when he came to Jasper and from whence? I'd appreciate any information. Ambrose A. Phillips of Jasper also drew land in that land lottery. The date of his land grant was July 23, 1823. Were they related? Did they move to the Jasper property?

Can someone explain the time lapse between the lotery date and that land grant date?
