Franklin County Headright Land Grant Question

Does anyone know if there was a minimum age limit for petitioning for a Headright grant in the 1790's? I have a John Barber getting land grants in 1795 and 1797. I am just wondering how old someone had to be to petition for these land grants. Thanks for the help.
