Anne,
The Brown's district would refer to the district in Clarke County where your Jones person was living when he drew the land.

If you flip it around so it's more readable, it would say "Robert Jones, living in Brown's District of Clarke County, drew land lot 195 in the 4th District of Henry County."

Sometimes abbreviated versions are not good. :-)
