I'm not sure about birth certificates but Georgia started issuing Death Certificates in 1920 so I'm guessing there are no birth certificates before then. A county might but your best bet is to write to Cobb County to find out. Might add even because the state made a law to issue death certificates a lot of doctors did not file them.
