Well - although I have copied the census soundex cards for TX 1880, 1900 and 1910, I can't find anyone who fits all your info.Here's what I do have:
1880 census [your James David would have been 9 years old]:

I don't have any Fugates by any spelling in South Carolina.There was a Charles Bracken Fugate, b. 1848 Scott Co. VA.He was a preacher and moved to Jackson Co., NORTH Carolina, had a family beginning with a son b. 1873, and he left the family in the late 1880's and was never heard from again.I don't see a connection to yours, unless the census lost an older son (your James).Unlikely, but I'll mention him because of the Charles name and Carolina location.
