I don't know if we are looking at the same Arthur Frogg or not - I could use some clarification:
In a Cumberland Co Ky deed dated April 7, 1821, an Arthur and Jane T. Frogg sell some of their land on Ill Will Creek to a Thomas Thurman. Was this Arthur related to your Arthur?
