Do you have where John William was from or when he came to America? Ann (Fretter) Maddock was from Northamptonshire, England & came to Ohio in 1856. I had been told the name Fretter was English plus German. Don't know about Welsh. I have found it hard to connect Ann Fretter with any other Fretters, although there were other Fretters in this county at the time. Nobody kept records it seems.
