Free passage was given to those of Madeira that were willing to move to Hawaii and work. This was because the weather on Madeira is almost identical to that of Hawaii.
If you have family that came to Hawaii through Madeira that does not mean that they lived on Madeira. Once word got out some would come from the mainland to Madeira in order to get the free transportation and job.
