A few notes: Benjamin Franklin was appointed Postmaster of Philadelphia on 5 Oct 1737 by Alexander Spotswood, Deputy-Postmaster General for America, and former Lt. Governor of the Virginia colony. When Elliot Benger died in 1753, Benjamin Franklin and William Hunter, postmaster of Williamsburg, Virginia, were appointed by the Crown as Joint Postmasters General for the colonies. Franklin was dismissed in Jan 1774. Benjamin Franklin was appointed Postmaster General of the United States by the US Congress 26 Jul 1775. ...so in answer to your question, no, Spotswood did not have the authority to appoint Franklin as postmaster general, and did not do so.
