Correct Writing of Place Names: Chignin, Savoie

Hello there!

This is my first message posted in the French Forum.

When I write the birth place, for example, of someone, I don't write modern-day place names. If in the States, I'll pull out reference books to check parent counties.

I am working on ancestors from Chignin, France.

After 1860, Chignin was "officially" part of France:
Chignin (commune), Savoie (department), Rhone-Alpes (region), France.

However, before the current (more or less) departments and regions were delineated, what would be the correct naming of someone born in Chignin in

1790?
1825?

The names changed so much in Savoie from 1790-1860, that I have no idea how to place my ancestor.

I know Mont-Blanc was a department (region) at some point.

Second question:

When did the systematic way of naming (commune, department, region, country) begin in France?

When we get back to 1795, about three years after provinces technically were abolished and departments were created, how does one name an ancestor's place of marriage?

I've studied gazetteers, but it always seems like the village I'm looking for isn't clear which region it was designated to after provinces turned to regions, etc.

Basically, any help with place names pre-1792 would be so helpful.

AND, what to do with Chignin over the years pre-1860?
