shows a Henri Thomas Alfred Brown in
SÚrie 22: FRANCE - Electeurs 1900-1932
(you would have to pay to see the details - but if you think this might be him this would tell you where in France to look).

This is interesting because a Henry Thomas A. Brown was b. Mile End district in June quarter 1876 (freebmd.rootsweb.com), putting him at about the right age - and from your other messages his brother was Walter Macklin Brown whose birth was also registered in Mile End.
