Franz was probably born in Koestlach, which is in Haut-Rhin department, Alsace. His surname might also be spelt Beysang/Beissang?
If you have access to an LDS family centre you can get the civil registration records of Koestlach, which should include Franz's birth. Haut-Rhin archives do not yet appear to have put any bmds online.
