Do you know when the sister and brother were born, and where?
The army links with the sons made me think that father Samuel might be an army man as well, but given that John was also a moulder - they could also possibly be related to the iron workers from places like Staffordshire, who in the early 1800s (1820s/30s/40sish) were brought to France to set up factories based on the English model.
These jobs paid better than the equivalent back home, but once the French workers had been trained in the English methods they gradually took over and most of the English workers then returned home.
Often workers were recruited just from one area, so in the 1851 census in some parts of Staffordshire you see a lot of children born France popping up!
