French military records are held at the Military Archives in Vincennes ( http://www.servicehistorique.sga.defense.gouv.fr/http://www.servicehistorique.sga.defense.gouv.fr/ ) I have never worked with them - they are reputedly not easy to access. However, if you try contacting the archives (preferably in French) you might get some sort of response.
http://www.pioneermuseum.com/http://www.pioneermuseum.com/ - have you tried the history museum in Fredericksburg? Perhaps you could locate an obituary or some other information on him that would give a clue as to where in France he came from.
