www.automatedgenealogy.com shows them as Forte in 1901 in BC, says they emigrated 1886.
As to 'Levin' - www.geopatronyme.com shows the name Delaby in 1891-1915 was most commonly found in Pas de Calais, and within that department most commonly found in the town of Liévin.I would guess that this is the hometown of your Delaby family.
The name of Joseph's mother, which is probably 'Destrebecq', is also found most in Liévin in 1891-1915.
Do you have access to an LDS centre? One way of doing research is through LDS microfilms.
