I don't know of any way to get a birth record without knowing the place, or at least the approximate place.There are a few places you could start, though.
1) Do you know where and when he married?If he married in England his marriage certificate would give you his father's name and occupation.Not much, but it's a start...
2) You can also check http://www.geopatronyme.com/http://www.geopatronyme.com/ to see the distribution of this name from 1891.If it happens to be an uncommon name you might be able to narrow it down to a region at least.
3) If he ever served in the British army/navy etc there would be records there (Although many of the WWI records have been lost).Or if he was a merchant seaman.
4) If he ever became a naturalized British citizen, there would be a lot of information on those papers.(Although shipping lists for ships from Europe no longer exist).
5) The local newspapers at the time of his marriage/death might mention something.
6) Census records, if he was in England before 1901, sometimes give more information than just 'France'.
7) Were there any other people with this surname, born in France, that you can find?He may not have come over alone.
If you'll post his name and DOB, I'll take a look and see what I can find for you.
