I am a descendant of Squire Baker who married 2/ or 3/ to Mrs. Elizabeth Helm Followell, 1792 in Lincoln Co, KY. They were the parents of my Alexander Baker, b. 1794 Lincoln Co, KY, who married 1819 in Crawford Co, Indiana to LYDIA HOOVER, the sister of John Hoover, Jacob Hoover, Felix Hoover. TAX LAW                     
       Prior to 1786, the procedure used in Virginia to collect taxes consisted of the tax collector setting up an office and the residents of his district ‘delivering or causing to be delivered,” to him a list of their taxable
property (The Statues at Large, Being a Collection of All the Laws of Virginia (ed. W.W. Hening, N.Y., Philadelphia, Richmond, Vol II, p.114).
This method proved unsatisfactory because the second party could not be held responsible for the accuracy of another’s list.
       In 1786 the Virginia Assembly passed an act providing for a tax commissioner who would go from house to house (farm to farm) collecting the lists and requiring each taxpayer to swear under oath as to the accuracy
of his or her list (ibid, Vol 12, p.246). For these services he was to receive six shillings per day.
       It was, no doubt, in order to obtain a verifiable tabulation of the number of days for which he should be paid that he was instructed “to record the date he received his list from each individual” . . . this requirement provides us with invaluable information! It establishes which taxpayers were neighbors. This is an important disclosure as those families who were living near one another had often immigrated to the area in a
group--because of proximity had intermarried--and more often than not, the same group, or a portion of it, removed together. By knowing the names of all the families in an area, one is much better equipped to trace their
footsteps. If the surname of one's ancestor is a common one, it may be the only means of identifying the family he is seeking.
       I have copied the tax lists exactly as found on the microfilm of the original manuscripts. The list I present here has been rearranged chronologically--showing all persons who were visited by the tax collector each day. In a few instances no date is recorded next to the taxpayer's name. These persons were evidently not at home when the commissioner called. In that case, those tax payers were required to hand in their list at the Court house and were, therefore, not counted in the days for which the commissioner was to be paid for traveling to their place of abode.
       Watch for men age 21+ (over 21) with a male age 16-20. As each new name appears at age 21+, subtract 21 from that year and you will have a perfect year of birth. There were other Bakers beginning in 1787 which I have not included.
       In 1792, Lincoln County, Kentucky was vast in size, covering the whole lower half of the State. Because of its size, the Tax districts were divided into at least 3 districts. In 1794, the Tax Commissioner Urbin Ewing tells us his district is in the Lower District. I don’t believe the Court Order books for Lincoln have survived. If they had, we would know the boundary of the lower district. Most tried to settle near the rivers, not only for water for crops and cattle but it was the fastest mode of traveling from one area to another in flat boats. Flat boats were used for shipping tobacco and hogs to Nashville, etc. *

       The following list shows the HELMS were living on ROLLING FORK. This is the first mention of this creek. Note: Squire is not called SQUIRE BAKER JR in the following list or any of the list as published on the Internet.

1796 Lincoln Co, KY Tax List.
       William Baker continued living in Lincoln Co and died there in 1806. Wife was Patsy/Martha. She and Pierce Wade were the administrators of Wm’s estate.

       “Squire Baker’s, Revolutionary War records indicate that Squire Baker of Massachusetts served in the Continental Massachusetts Line, 6th Regiment commanded by Colonel Thomas Nixon. Following the war, Squire Baker settled in Kentucky. He married Elizabeth Followell on Jan 24, 1792 in Lincoln Co, KY and remained on the tax list there through 1794 [1795]. In 1796 he appeared on the Washington Co tax lists as having 200 acres of land on Beech Fork; was over age 21 and had purchased land from Simon Triplette. It was from Stewart Co, TN in 1818 that he applied for his Revolutionary War Pension.“

       I believe I have found where they all lived: Note: Abraham and Marcus Followell were both living on Roling Fork. This area was actually in MARION CO, KY that was formed from Washington Co in 1836. Next to Roling Fork was FOLLOWELL CREEK on map of Marion Co. Roling Fork extended across the county from east to west. It followed Hwy 337 for a bit. See Mapquest.

BEECH Fork is north of circle I have drawn near Washington Co line and near Pleasant Hill.

I suspect the following 30 acre parcels on Roling Fork Creek were actually on Followell Creek named after this family.

       1812 was last record shown for Elizabeth Helm Followell. I believe she and son John left Kentucky for Indiana. William Followell had already left the winter of 1811. The War of 1812 was just getting started and it was time to get to a safer place. Fighting was fierce in Kentucky. I also believe they settled in Harrison County created in 1808 with the Ohio River as it’s southern boundary. In 1811, Harrison county encompassed a large area which included the eastern half of CRAWFORD which was formed in 1818. Whiskey Run Township was first in Harrison Co and then in Crawford Co in 1818. John Followell was in Indiana by 1814. He had a daughter born that year and named her “Indiana Followell.”

       The 1820 Census of Crawford County shows a female living in the house of William Followell, age 45+, Born before 1775. I believe this is Elizabeth Helm Followell who separated or divorced Squire Baker. Squire died shortly before 1820 in TN and Elizabeth died after 1820 in Crawford Co, Indiana. My ALEXANDER BAKER [the son of Squire & Elizabeth] married 1819 in Crawford Co, IL to LYDIA HOOVER, so they were there at the same time. Lydia's, Hoover kinsmen were greatly connected to the Wm Followell and Margery Miles Followell family.
